Before a medical hospital staff can realistically assume responsibility for the professional practices of their members, a principle originally promoted by the American College of Surgeons and adopted by the Canadian and U.S. accreditation programs, they must have an effectively functioning medical staff organization. The Medical Advisory Board is the most important committee in the organization of medical staff. A representative composition, adherence to sound administrative principles and recognition of its main functions of coordination, monitoring and responsibility will enable this committee – and the entire organisation of medical staff – to adequately discharge the very important responsibilities assigned to it by the hospital`s board of directors. Well-structured statutes of medical staff with clearly defined tasks contribute to the proper functioning of the “practice” of medical staff and preserve the prerogatives of individual employees. The Federal Advisory Committees Act (P.L. 92-463) defines federal advisory committees and establishes general procedures for their activities. FACA ensures that Congress and the public are kept informed of the purpose, composition and activities of the advisory committees.

The Medical Assistance Division (“Division”) of the Department of Community Health has established an Advisory Committee (“Committee”) pursuant to Section 431.12 of the Code of Federal Regulation (CFR), Section 1902(a)(4) – Medical Care Advisory Committee (CCM). The committee is comprised of board-certified physicians, other health care professionals, representatives of consumer groups, Medicaid members, representatives of the department of public health, and other member specialties, as required. The Committee is composed of at least fifteen (15) members appointed directly by the Commissioner of the Ministry of Community Health and/or the Chief of Medical Assistance Plans.
